Tariffs are the stick. It forces every company to suffer if they dont do anything about it. Being too nice just lets them kick the can down the road to the next person which massively delays the building of critical infrastructure now. The carrot comes if they agree to invest and build in America where they get reduced to no tariffs charged instead.

It's just simple business psychology and it works.
