its not genetically "determined" but its influenced for sure. I grew up in a half black neighborhood and went on the same school bus, had the same state funded breakfast and lunch as them, same teacher as them, same assignments and lessons as them. they just never understood anything, even though 90% of the class was trying to get them to understand what the rest of class had understood in the first 3 minutes.
that pertains to intelligence, but impulse control is certainly influenced the same way.
