Well it's both, the rate of unemployment and the number of jobs isn't contingent on the population.

There can be a low population area with high unemployment and a populated area with low unemployment.

Unemployment happens when the wages workers request + expected cost of hiring is greater than the forecasted revenue they will create at their job.

The real way to create more jobs is to deregulate the labor market so it's very very cheap to hire somebody. Scrap minimum wage, get rid of dumb labor regulations that lets employees sue if they feel "harassed" (potential liability for employers), and make it very easy to fire someone (reduces risk of hiring a bad employee).
