If the enemy were smart, he would just let democracy play out normally, because most people don't have the stomach to vote for extreme positions, they'll go exactly as far as they think they have to. It is only when the pressure is constrained that it builds up and then launches retaliation into the deep end.
Then again I still think that when things do start getting fun it will be through regular politican channels, because normies possess the incredible ability to forget the positions they held yesterday and normalize extreme new ones when they grow uncomfortable.
