Not necessarily. Consider Judas. God knew he would betray him. He had the opportunity before him to help fulfill the prophesy, and he did. Now he's in hell. He wasn't "doing God's will" though, he was doing Satan's will. God had already seen this and worked it into his plan, but that doesn't mean Judas isn't responsible. So, evil men will still further god's plan and those evil men will be punished. I do not want to be counted among them.
