Imagine a village of peaceful inhabitants where a select few, without proving qualifications to lead, got the idea to organize and police their peers with guns and armour.
Police are a gang that's legal to join. They join for the same reason as any gangster lowlife - it literally pays them and they get to do things that would otherwise be illegal. They aren't in it to protect and serve. They want to hurt and dominate people who are almost certainly superior to themselves.
Without qualifications, we ended up with the dumbest goons having the most power.
