Same thing happened with Catalonia here in Spain.
While most other European nations intentionally eradicated their language minorities (ESPECIALLY France) and imposed them the national language, this was never done in Spain.
Concessions were made, and their identity was respected, and their language protected, they were allowed to keep their own distinct institutions.
Our reward? Secessionism, independence movements, constant internal political turmoil and lack of internal cooperation for over a hundred years.
As much as I like the Catalan language, it's history and its literature, objectively speaking it was the wrong choice for the central Spanish government.
