If the government remains shut down, they won't have a choice. I have a feeling democrats want the chaos because their constituents are too stupid to realize it's their fault this is happening. They'll just gaslight as usual and blame the opposition when there are mass riots. 50 million people are on SNAP, so it won't be a small thing.
