This is what militarry call "colateral dammage".
America always shoots 2 or 3 missiles at the same target at the same time, so at least one makes the trip.
I mean, there is a 50% chance that one will miss and kill civilians, right? So it's better to send 2 because this way they can at least claim to have "accomplished their mission".
