I'm pretty sure kids will do that anywhere. It's a dumb candy distribution strategy. What bothers me more is the non-existent manners now, except maybe for the ones that are too old to be doing it and are trying to compensate. They knock on the door and just silently hold out their bags and leave without saying anything. So it's not worth participating. It's a disgraceful sham like much else in our society.
Kids should wear proper costumes, say nice and loud "TRICK OR TREAT", answer any questions from the people, then say THANK YOU and maybe Happy Halloween for good measure. Parents need to be there coaching young ones how to do this and not allow them to go to the next house if they fail. Then the kids must continue this etiquette as they are a bit older and go out on their own with friends.
