I don't think that those broad definitions apply. They have chavist militias killing people to suppress voting since at least 2010. The problem is not so much the military conscripting people and having them fight. The problem is how could foreign aid reach them to keep them in the fray. They have already mobilized enough, btw. The critical steps are training, competence and skill, air defense availability, aircrafts available, drone manufacturing, foreign aid logistics.

It didn't cross my mind until this very moment, but Trump's turbo chimpout against Gustavo Petro in today's press conference has perhaps an underlying reason: Colombia would be perfect to establish supply lines to Venezuela to put up a fight.
