Thing is, that it wasn't even a problem, because with more people surviving their childhood, we didn't need more than 2 or 3 children.
However, without our cyclic war fertility dropped below replacement rate of 2.1. As long as there's no war, there's no trigger for "hiccup" that could bring us another wave of little Poles.
