Ignoring tomahawks are slower, have a larger signature than a storm shadow, are completely reliant on GPS to get a CEP below half a km and would fly for far much time to hit a target deep in Russia.
We can expect 1 missile to not be taken down for every 8 fired, this mean 7 or 8 hits on Russia, assuming the US doesn't support Israel, doesn't attack Venezuela, doesn't do anything and just arm Kiev with a whole year of surge production. Make that 4 if it's regular production.
