If they DON'T get themselves upon the list as a legal citizen their attempt to blend in fails, it's just spycraft ramped up because some idiot at multiple levels of the bureaucratic process is VERY happy to get $200 cause their pay is so shit and 'who gives a fuck if I let this one slide'. Problem happens when the scale increases and bribery is all that's needed instead of blackmail to get you 'legal'd'.
