I'm not sure about the details, but he was originally a corrupt as fuck middle management type cop in philly who kept fucking up and wound up getting shifted around to different departments as they do, untill he landed in backwater florida where he somehow got on the bad side of anons who started memeing death threats about him and so he started having them arrested and extradited to florida to charge them.
