It was forced even when it was talked about. Nobody in the US gives a fuck about illegal immigration and financial corruption hubs like nyc. People pretended to care about 9/11 because it was pretty fucked up, but it didn't change anything for anyone unless you signed up for the military or knew somebody that did or were actually there.
