Legit not even Bush's fault. NCLB and Bush wanted kids to do phonics because it's proven to work and worked for his dyslexic brother and a bunch of liberal cities/states intentionally used the 3 cues system which is fucking retarded and doesn't work and we know it doesn't work but they used it because Bush said not to.
Oh also like legit the most important thing for kids reading is for parents to read to/with kids when they are young but now a bunch of women have stupid jewish daycare jobs so that shit ain't happening
