Kairi got pinned by Roxanne and passed it off as saving Liv from taking it and therefore keeping the progress of the Liv and Roxanne story going with the overall shitstirring Finn is doing which will eventually result in the demise of Judgement Day. Rhea doesn't need to do qualifiers for anything because she's at the top of the card and Hunter can plug her in anywhere. If there was a heel champ denying her a match, then her doing qualifiers would be a part of that story progression.
