Tony doesn't book guys consistently, no one is on every episode of dynamite. When WWE has a star, or at least wants to present someone as a star, they aren't booked every other week.
That said, I don't know if this is Tony's fault, as a booker, he's such a pushover as a boss that guys basically call their own shots. Tony's inverted booking sheet method means he shows the wrestlers his booking plans for the next month instead of for just the single show has led to a lot of abuse by the talent. In theory this should give guys the opportunity to foreshadow their actions but it instead has lead to guys going "well why don't we just film 1 match for tonight's show, and then 5 backstage segments and interviews so I don't have to come back to work until the PPV?"
And also MJF has had a lot of paid vacations either in the middle of a would be push, or right after a big loss when he needed to get some sort of win back.
