With the exception very recent wrestlemanias, shows weren't booked in stadium. But to your point, WM3 and Summerslam at Wembley did sold out stadium crowds. Back then they did more house shows, so "WWF coming to your town" was a more common thing. Now that it's less common, more people will attend the tv show event. You are also only putting everything through the lens of show attendance. WWE used to have 5 million viewers vs WCWs 4.5 million. Today WWE is lucky to get 3 million views. There were just more fans back then. Much more.
