I doubt she's even going to WWE. Or AEW. She's wanted to go to America for years and neither have shown interest so she went to GCW.
TJPW didn't call it a graduation which they've done in the past with contract negotiation issues. It's more likely she'll go back to TJPW or one of the other joshi promotions instead
