If Gabe hadn't fucked his arm who knows. Though ultimately I think they wanted to give Naito his flowers at the Dome and I kinda struggle to see him being anything more than a transition champ in the future anyways. Funnily enough the new broken down SANADA has tapped into some charisma that probably would have helped him remain at the top if he had his health.
