How does it work according to you? I would say that anybody who has lived in England for years (perhaps a majority of their life, or something like that) could be considered English. It just means someone who has made England their home.
I could go on and on defining it and you'd endlessly nitpick, so the easiest way would be to appeal to something you would acknowledge exists. English in this context simply means 'not an ethnic minority'

David Lammy considers himself English and I see no reason to consider him un-English. Rishi Sunak is also surely English
David Lammy had previously stated that he is 'Afro-Carribean' which is bizarre seeing as his parents are Guyanan, maybe that does count as Carribean but I thought it was South America. Anyway, that's where his first loyalty lies
