US law is fucked up because it is easier to legally defend quickly executing anyone who is a credible threat against you than to risk them either not dying right away and coming back to attack you, putting you at risk for execution charges, or that they'll live and give you a headache in court.
If you ever wonder why Americans unload on anyone, full magazine and sometimes more, it's because being "under duress" and acting under the belief of an immediate credible threat is always extremely easy to defend in court. You need to kill quickly as soon as they are a threat. Shooting them in a non-fatal position intentionally can also get you put in prison because the courts argue that if you had the time to think and decide not to kill them, that you were not under immediate duress and that the situation wasn't extreme enough to merit lethal force at all.
