Sounds just normal elderly dog antics. My dog isn't even that old but his hips are fucked because he was abused as a pup by gypsies. He can jump up to the sofa and bed most times but other times he needs a wee helping hand but I also got a little pair of steps he can use. Depends on the dog's personality too, some dogs are lazy layabouts even when young. If the dog is so senile it's falling down the stairs though I think it needs put down, kek.
