Two points come to mind:
1) The character of the civil war won't be something like a middle eastern civil war or historically speaking something like the american civil war. It will be more like the troubles, or a south american guerilla conflict. The need for massive numbers of weapons is lower and so you don't need to be able to source 50,000 rifles and ammo for them, you need 500 and some grenades.
2) When civil wars kick off there is never any real issue getting ahold of weapons. Symapthisers offer their grandad's shotguns, smugglers bring in crates at night via boats, organised crime groups start to sell on the black market, foreign interests arrange for drops/transfers/funding, improvised weapons (in particular bombs) start to proliferate, soldiers go AWOL and loot armouries etc. The getting of the weapons isn't the problem.
