the right image is very heavily filtered
compare the skin edges and texture on the left image to the right
there's severe non-compression artifacting going on; the filter is shaving something like an inch from his jaw at the chin and two at the back
if you're having a hard time seeing it turn the image negative and adjust brightness/contrast or run it through an error level tool
