Because it seems like Trump never said in his speeches "If you vote for me you are going to get the Epstein files", it's not something he ran on like Building the Wall. Instead it seems like the context is always Trump is being interviewed, the person asking questions asks "will you release the Epstein files" and Trump is like "yeah sure". I'm not sure Biden ever even got asked about renewing the files by CNN or something
