Because it's defense reaction. Just like your white cells try to kill harmful shit and infected cells, people in society inprison, kill, exile other people harming society. Sapolsky is right about free will, but he doesn't realize that punishment isn't some barbaric, needless act, but preservation strategy of bigger system/organism. Think of survival of ant nest.
