I can understand why. The fear would be that an older man would take advantage of her naivete and manipulate her. It's better for her to slut around with men her age, far away, without her father's knowledge, as it's become somewhat of a rite of passage. What you are proposing is universally seen as creepy and predatory, and any father with a conscience would disapprove.
