Each country has its own issues and, frankly, the American government has to deal with the fact that their country has been flooded by millions of foreigners who are actively hostile, that's a genuine national security threat. Every country/situation requires individual considerations to that case. To claim it's about oil though is nonsense, the US can just make their own or buy it elsewhere. It's not like American crumbles without Venezuelan oil.

As far as I know they tend not to be the ones lacing all their shit with fentanyl which is what is actually killing so many Americans each year. But as said above, likely other factors involved with every discrete calculation of how to use force.
