I'd take it with a grain of salt, the experiences of foreigners dating in Japan is heavily skewed towards the bar and hookup scene of specifically big cities like Tokyo and Osaka.
It'd be like exclusively dating chicks you met at clubs in L.A. or NYC and wondering why all you find are flakey, drunken, slutty party girls.
Although a caveat I will add is that it's not exactly easy to break out of that as a foreigner without:
A. Becoming actually highly conversational/fluent in Japanese
B. Getting into an actual social circle with Japanese natives.
C. Being charismatic and culturally aware (this ties into the second one, but is distinct enough)
I've never personally been part of JET, but I grew up as a military kid (and spent time over there) and know someone that did teaching stuff there as well, so take my words with a grain of salt too.
