There's no way to tell if a person who is informed, in a stable situation, unaddicted, and sober would consume drugs if given the choice. If an 18 year old decides to start taking drugs because he or she is young and naive, he can cause certain damage to his body and mind even with continued non-overdose levels of use. It just might be that, if put into a controlled environment and free from his addiction, he would be glad to be free from the compulsion to seek drugs; while he is on drugs, or addicted, or his mind has been shaped by a lifetime of drug use, he will just say

This is a kind of strong freedom. The freedom to take drugs is in effect the freedom to put oneself in indentured servitude or slavery, and it is not legal to allow someone to sign a consensual contract to become a slave. They will remain compelled even if, under their right mind, they would choose not to be a slave to a master or a master such as drugs.
