Every body emits thermal radiation - it's called Black Body Radiation. Particles are oscillating which means moving electric charges and that creates electromagnetic radiation (light). However at room temperature most of that is low energy infrared so you don't see it. It's only when something is hot enough that it has enough energy to glow in the visible spectrum.
