It's only really been an issue because the only way we currently know to make H3 is through Tritium decay, which is heavily tied to the nuclear industry and nuclear weapons development, the START treaty was the beginning of the global H3 shortage. Funnily enough it might be better to set up facilities on the moon for nuclear weapons disposal to collect H3 than trawling the lunar regolith
