The problem is that psychiatrists decide whether a patient "endangers" others, and psychiatrists have every incentive to be heavy-handed. There might be a patient who has never shown any signs of violence but maybe they're just distressed. The psychiatrist thinks "there's only a small chance this person could become violent, but if they do become violent, I'll get in trouble for not 'treating' them, so I better lock them up and drug them, just in case".

Great show and great character, but anyway, psychiatry obviously does progress over time. Thankfully lobotomies don't happen any more. One day, forced drugging with antipsychotics will probably be discarded as a "treatment" as well.
