That is only true when teams like USC and Texas are weak. When USC and Texas are strong then they control their state and become juggernaughts. Same whenever any Florida team gains in-state dominance there is a natty coming. It does make sense for Ohio to be perennial contenders based on having no in state competition and a pretty good state talent wise.
I really hope that whatever happens with college football they at least try to preserve traditional recruiting pipelines and make in-state recrutes count less against your rev-share budget or something.
