Malaga is surely one of the dodgiest places in western Europe, mafia ruled through a deep corruption net managed from the shadows by far right lunatics.
I imagine they didn't have an agreement on percentages under the table, briberies and so on. There must be many pissed off scumbags at missing this chance for a quick and easy fortune.
