I agree there should be rules against actual stalling and probably a forced limit of like 1 minute before you separate. But even in those rules, Khamzat was never stalling, he was actively trying to get DDP to fight back. DDP took over 300 strikes , that doesn't happen to a fighter who is being 'stalled'.
There is no ruleset that would or should save DDP, and if they got stood up he was going right back down 10 seconds later.
