Landlords should provide air conditioning to ensure a property can reach a certain cool temperature in the heat. In most states (possibly all) they're required to ensure heating is installed, no idea why air con isn't treated the same.
If you can't afford to run your air conditioner that's on you but if you're renting out a property it should be required to install air conditioning.
