Because if the AFL says they are free to bring in a free agent without impacting their own compensation they are free to circumvent the rules. They can offer way overs knowing that Brisbane will not be able or permitted by the AFL to match, something they wouldn't do unless the rules were changed temporarily for one dysfunctional club.
