Norris asked to pit second on the condition that Piastri couldn't undercut him.
This means he wasn't at risk of losing a position due to a safetycar, and also not at risk of being undercut due to the team's guarantee. Basically, by offering to take the second pit it was impossible for him to fall behind Piastri.
The team then got on the radio and bullshitted Piastri about pitting him first to """protect him from Leclerc""" :^)
