The result is the same. There would be no need for a "age-quota" if italian teams would only use and develop italian players.
I guess you are right about the dutch case (maybe I was thinking about the effect of the uefa homegrown player rule and its effect on dutch teams).
Nonetheless the thing missing is holding italian teams accountable in investing and developing the italian youth. Thats why quotas for registration is needed PLUS additional rules that forces club to actually use them in league games
