Might have to be with the fact that spain was united much earlier than the rest of western europe, which was divided into mini-states/states/duchies and for those unity became a common goal in the 19th century. Austro-Hungary had a lot of separatist movements that turned into full blown countries. Polish separatists existed even when Poland wasnt on the map.
