Of you count Grenoble as South then maybe them.
Otherwise probably Toulouse (but they prefer rugby) Montpellier (similar to Toulouse), Nîmes, or the most soulful Cannes which is a historic club, first club of Zidane and gets decent crowd in lower tier in small stadium
