Because most of the time HC's and GM's jobs are often tied directly to those high QB picks and since they are usually on borrowed time if they're picking that early they throw the kid out there hoping he'll pull of a miracle so they can keep their jobs. What do they care if the kid is better off sitting for a year if they're going to be gone. It's desperation enabled by shitty ownership.
