It’s a crapshoot getting a QB when you don’t have the first overall pick (and even then, but for instance they might have had Burrow by now). The issue for the Steelers is Tomlin is such a good coach that he will never have a bad enough record to pick a QB high in the draft, but he needs a QB to do more than have a winning record. They’re basically just fucked unless they can accidentally into a Mahomes, Allen or Lamar in the middle of the first round. Eventually he’s just going to have to leave and get a fresh start, that’s why I’ve always predicted he’ll come to the Chiefs
