NHL is different in roster sizes can only be 23 players max and when your team is 6 players on field (ice?) at a time one player can seriously change the strength of your team.
With AFL you have a roster of 40 players and teams of 23 so rebuilding a strong team takes a long time. Just not worth wasting draft capital on someone that doesn't want to be there.
