nope, they drop alongside cathay, meaning cathay will stay as it is
the rules updates won't touch the lacklustre army/profile/spell rules of some factions, and the point updates can only go so far, and will certainly be aimed first and foremost at dumbing down what's meta, which won't affect cathay which can be considered strong now against the current meta, let alone after the nerfs to everyone else.
