Their original rulers fought themselves into extinction and there are no more suits to be had.
They use scion rules and even basic troopers are pretty much the equivalent of a feudal knight. War isn't the responsibility of peasants unless the planet is directly invaded.
Its also not meant to be a technologically backward world, they've got essentially a factory moon.
